Functional Safety Management

The IEC 61508 sets up organisational and failure-avoidance basic requirements for product development and for the application of safety-related devices and systems.

These basic requirements are, on the one hand, being classified under the phases of the Overall Safety Lifecycle (OSLC) and on the other hand, under the phases of the E/E/PES Safety Lifecycle and Software Safety Lifecycle which are integrated in OSLC.

Furthermore, the IEC 61508 defines the general requirements to the Management of Functional Safety, the Functional Safety Assessment as well as the documentation.

For the reasons that in case of new development of safety-related devices and systems as well as for system application, the organisational and failure-avoidance measures have to be verified or validated repeatedly; it offers an opportunity to integrate fundamentally these measures in the framework of a Functional Safety Management System in a company.

The department Automation, Software and Information Technology, ASI, of TÜV Anlagentechnik has developed for this purpose a certification system which on one side offers the possibility to certify an appropriate existing Safety Management System, or on the other side accompanies an company in the process of setting up and carrying out of such a Functional Safety Management System, e.g., on the basis of an existing ISO 9000 (ff) Management System, with the aim of certification.

The following are the convincing advantages which result from integrating a Functional Safety Management System:

• The Safety Management System will be carried out "company-relevant", which means, the competences are not being assigned to an individual person but are applicable to the respective departments, e.g., in the form of an general Functional Safety Management Handbook.
• According to the business of the company, the certification can be carried out specifically for the relevant phases of the Safety Lifecycle. Which means, for example, phase 9 of OSLC for system manufacturers or phases 1 to 8 and 12 to 15 of OSLC for system integrators and / or operating companies.
• The flow of information to sectional points of adjoining phases, e.g., system manufacturing and system integration, is also the topic of contemplation during certification. Therefore, it will be secured that the respective product documentation contains all the relevant information which is necessary for a standard-conformable application of your customers.
• New developments of devices and systems as well as the integration of safety-related devices and systems can be effectively and completely planned due to the validated and certified procedures. So the essential expenditure will be reduced in the case of a product qualification or plant inspection.
• A Functional Safety Management System creates an advantage against other competitors, because for example a constant standard-conformable product development or application planning is being certified.
